Higher rating doesn't mean higher intelligence. That's just person's current standard.
According to universal rule, every individual has same intelligence level but no one uses it equally well and hence the disparity. Einstein (probably) used his full intelligence and hence we got a genius.
If each individual uses full intelligence, Earth will be full of geniuses!
But it cannot happen according to the same universal rule!
