Zug was fully aware that he was not allowed to do non-lichess content. He apologized to Thibault for breaking this rule (apologized live on twitch.tv during his stream, so there is no doubt that he was aware of the rule). He then proceeded to stream non-lichess content on lichess tv again and again and again and again and again and again ad infinitum.
I vote to have ZugAddict promoted again since he brings comedy and fun to the often sterile nature of chess. I'd give him another shot to correct past errors.
Alright. The staff is in the best position to make the call, so I will defer to their judgement, obviously.
I just wish to correct myself - there is one player who does live streams, probably even slightly stronger than ZugAddict, I saw him only once and didn't even know he was regular here. Still I think lichess could give another try for ZugAddict, and then if he continues to misbehave...
I would also add that, having now experienced the consequences, the likelihood he will continue misbehaving upon being reinstated is greatly diminished.
This is the second time Zug has been kicked off the white list for breaking the rules. Experiencing the consequences did not stop him breaking the rules ad infinitum. Why would it be different the third time?

The difference is this time, here's a warning/reasoning in writing, that isn't a chat room. This is the first thread I've seen about this issue, and from what I can gather, the first communication we've heard from the admins/staff about this that wasn't in a twitch chat. Communication in a forum vs in a twitch chat.
Re communication in a forum vs the twitch chat. Is this a serious argument? The point is that the warning was given and Zug clearly understood it. The fact that the words appeared in one online form and not another is of no consequence at all. Are you saying that when Thibault posts in a forum he means it, but when he posts in the twitch chat his words magically cease to have any effect?
Re the white list. Zug certainly thought he had been kicked off the white list about six weeks ago. It is possible this was just a glitch. I don't watch every stream.
Forum is like 10 times more serious. Nobody reads twitch chat after the stream ends (although it can probably still be viewed in some form later), also each message has at least potential to be read by like 10 times more people (if the thread is alive enough).
I for example didn't even hear a word about what happened that day when he got (probably permanently) banned and this is one of main sites I use in Internet.
However if it is true that he has already been dropped twice of the white list, that is somewhat different matter, and I did not know that, while I might still not care, since all those reasons why he gets dropped probably bother like 5% of the audience (and site admins), it's just sad, but he probably doesn't care that much about being able to stream here then.
